R. Mark Armstrong

County Clerk

R. Mark Armstrong is a longtime Wyoming resident who has run million-dollar-a-day oilfield operations and managed teams of engineers on complex projects. He and his wife recently became owners of the century-old Snowy Mountain Lodge, a historic science-camp property west of Laramie.
He is the Republican candidate for Albany County Clerk. Armstrong emphasizes servant leadership rooted in the idea that elected officials work for the people, not the other way around. He brings practical experience budgeting large operations and overseeing technical staff, skills he says apply directly to managing the Clerk’s roughly $100 million annual budget and 13-person office.
His priorities are straightforward: real transparency so residents can obtain public records without lawsuits or long delays; careful spending that eliminates unnecessary costs such as equipment leases and association dues that expand government; and election procedures that follow the law, protect ballot security, and release results promptly so voters can trust the process.
Armstrong has already tested the system himself by filing public-records requests and pursuing them in court when necessary. He believes an open, accountable Clerk’s Office helps create the kind of stable environment that encourages businesses to invest and families to stay in Albany County.
He will bring the same practical management focus he has used in private industry and at Snowy Mountain Lodge to the Clerk’s Office, putting the people of Albany County first.
