Alert Re: Laramie's recent billing of surface water drainage fees

Our Senator Crum is encouraging as many who can to attend the Select Water Committee meeting in Cheyenne next week. He is presenting a bill to clean up and clarify the statute governing the municipalities ability to form special districts and assess fees.
The city reads the statute as the city has the authority to apply fees. Others read all sections of the statute to say that the city must put such an item forward in an election where the people must agree to a tax to pay for these needs.
In other words, Sen. Crum's bill would amend the statute to clear up the language. If passed, the city would have to demonstrate to the public that such a tax is needed and it would have to be passed by the voters. He would appreciate a show of support by attendance and testimonies.
